  • Currently employed as a Corrections Superintendent 3 at the State Correctional Institute at Phoenix, Collegeville, PA. The duties and job functions of this position are included below but are not limited to;
  • Direct supervision of a Deputy Superintendent for Facilities Management, Deputy Superintendent for Centralized Services, Deputy Superintendent for Internal Security, Superintendent's Assistant, Field Human Resource Officer and Clerical Supervisor through individual supervisory conferences, weekly administrative staff meetings, frequent telephone communications, review of reports, and other documents.
  • Indirect supervision of all personnel through weekly meetings with administrative staff and monthly meetings with Department Heads, Commissioned Officers and Unit Managers. Review work of each area with either Department Heads or appropriate Deputy Superintendent in conferences or review of reports or other documents.
  • Direct administrative supervision and monitoring of business operations of institution including budget request development, preparation of institution budgetary fund allocation, and fund expenditure in accordance with Commonwealth and Department of Corrections policies and procedures. Personally monitor overtime use and control expenditure of overtime funds by all departments. Familiarize with and ensure implementation of new fiscal policies or procedures. Review regular and special reports from the Business Office submitted to Central Office, Department of Corrections, Agency Comptroller, or other Commonwealth fiscal authorities.
  • Monitors and reviews personnel and inmate payrolls to ensure compliance with regulations governing this area.
  • Oversees the institution’s hiring process regarding the employment of new personnel or movement of current personnel to other positions within the institution and reviewing and approving/disapproving the local background investigation reports for approvals to hire. In some instances, especially with higher-level professional or administrative personnel, directly participating or conducting the employment interview.
  • Reviews agendas for local and state-wide labor management meetings with institution labor management analyst prior to meetings and reviewing results of meetings. Reviews written grievances by employees and written responses to them made by appropriate management personnel during entire process on a step-by-step basis, and become involved in handling, resolutions, or responses to grievances where institution policies or essential procedures are involved.
  • Reviews and approves all support team or staff recommendations on inmates for (1) Outside Clearance Status, (2) Community Corrections Center Referrals, (3) Parole, (4) Commutation of Sentence, and (5) Special Assignments requiring special security clearance.
  • Reviews every misconduct report written on any inmate of the institution, reviewing the action/disposition of the misconduct by the Hearing Examiner; reviewing of the action taken by the Program Review Committee on appeals made by inmates and of adjustment of inmates confined to the Restricted Housing Unit in determination of the readiness for release to the general population; reviewing the case of each inmate confined in the Restricted Housing Unit for 30 days on a monthly basis.
  • Monitors reception of inmates to familiarize self with demographic characteristics of receptions and institution population.
  • Reviews inmate written grievances and responses. When appealed by inmate, conduct a further investigation of the Grievance and respond to it as the second level of appeal.
  • Reviews daily log reports, daily activity reports, daily Restricted Housing Unit confinement reports, daily special housing reports, daily work-related assignment reports, special medical treatment reports, and similar reports and reviewing minutes of meetings of training committee in-service training or department meetings of treatment staff, medical department, education department, safety committee, etc., to assure the adherence to established policies, to keep informed of all activities occurring that affect inmates, staff, or security and to facilitate communication.
  • Monitors needs or becomes directly involved in meeting the needs for: physical plant improvements; improved space utilization; personnel; personnel training and professional development; vocational training; inmate educational and treatment program – all through review of staff reports, evaluations, and proposals, personal observation and evaluation, involvement in planning sessions with administrative staff, or direct interviews with inmates.
  • Direct involvement in a wide range of legal and court-related activities especially as the defendant or co-defendant in various suits and civil actions filed against Commonwealth, Governor, Attorney General, Secretary of Corrections, District Attorneys, Sentencing Judges, or members of institution personnel in all court jurisdictions. Review and evaluate inmate allegations and grievances found in summons served by agents of the Courts. Confer with counsel and legal representation provided by Attorney General and General Counsel. Draft responses to charges and prepare or execute affidavits in connection with the legal processes involved. Appear and testify as a defendant or witness in any jurisdiction. Implement any court orders resulting from litigation. Keep self-informed of recent legal developments and current court actions relating to inmates, inmate rights, correctional institutions, and the total criminal justice system.
  • Serves as a professional resource to personnel in their decision-making activities regarding inmate custody, treatment, and training. Consults with individual staff members or an inmate's support team regarding specific programs, treatment, or management problems of inmates.
  • Conducts regular physical inspection of institution, especially Restricted Housing Unit, Capital Case Housing Unit, Housing Units, inmate activity areas, and work areas. Makes a personal evaluation of conditions and use appropriate program procedures, and be available for on-the-spot interviews with inmates.
  • Direct involvement in a variety of public relations and public information activities including: speaking engagements; interviews with representatives from press, radio, and television; corresponds with public officials, inmate families, private citizens, and professionals; monitors involvement of other staff members in similar activities.
  • Meets and corresponds with members of legislature to familiarize them with the institution and communicate to them individually the potential impact of pending legislation on the Department of Corrections and answer questions regarding policies, staffing, or other-related issues.
  • Develops and participates in emergency planning to address a variety of emergencies that might confront the institution in a day-to-day operation. Perform the duties of incident commander in responding to and managing emergency situations.
  • Participates in regularly-scheduled meetings, along with other Superintendents, with the Secretary of Corrections, Deputy Secretaries, and central office staff.
  • Completes a variety of technical assignments as the Superintendent by coordinating operations to ensure effective procedures and efficient work flow are employed and maintained within and outgoing from the institution and productive communications are ongoing with administrative personnel, first-line supervision, and staff, as well as others who may have contact with the agency.
