COMMANDANT'S GUIDANCE

The completed fitness report is the most important information component in manpower management. It is the primary means of evaluating a Marine's performance and is the Commandant's primary tool for the selection of personnel for promotion, augmentation, resident schooling, command, and duty assignments. Therefore, the completion of this report is one of an officer's most critical responsibilities. Inherent in this duty is the commitment of each Reporting Senior and Reviewing Officer to ensure the integrity of the system by giving close attention to accurate marking and timely reporting. Every officer serves a role in the scrupulous maintenance of this evaluation system, ultimately important to both the individual and the Marine Corps. Inflationary markings only serve to dilute the actual value of each report. Reviewing Officers will not concur with inflated reports.

B. BILLET DESCRIPTION

  • Supervise and manage the creation and reconciliation of all fiscal documents.
  • Prepare the Status of Funds (SOF) daily and ensure the Purchase Log and Daily Transaction Report are updated daily.
  • Validate, process, and execute the requisitions process for GPPC, MILSTRIPS, SERVMART, and Contracts for 6MCD HQ, and assist with Recruiting Stations (RSs) as required.
  • Process receipts, ensure interface with DAI, and manage collection and filing of all Key Supporting Documentation.
  • Reconcile customer demands, and track/assist with RS requirements.
  • Manage the voucher file and track all purchases throughout the completion of the fiscal cycle.
  • Supervise the shipping program across the District for accuracy and efficiency.
  • Manage rations requests and the awards program across the District.
  • Execute the payment of contract bills for the District throughout the fiscal cycle.
  • Maintain cognizance of the units budget and fiscal execution process.

C. BILLET ACCOMPLISHMENTS

  • Analyzed and managed the District Status of Funds for 11 project codes with obligations and commitments totaling $2,795,220.40.
  • Executed the purchasing support for the District Headquarters for supplies and services valued at $78,938.59 across multiple supply system platforms.

H. FULFILLMENT OF EVALUATION RESPONSIBILITIES

  • EVALUATIONS. The extent to which this officer serving as a reporting official conducted, or required others to conduct, accurate, uninflated, and timely evaluations.
  • Occasionally submitted untimely or administratively incorrect evaluations. As RS, returned one or more reports that contained inflated markings. As RO, concurred with one or more reports from subordinates that were returned by HQMC for inflated marking.

I. DIRECTED AND ADDITIONAL COMMENTS

Directed Comment, Section A, Item 8d-f: I have verified the HT/WT/Body Fat information contained in Section A and the MRO is within standards during this reporting period. Sergeant Cabbagestalk is persistent and conscientious in tackling any task assigned. When assigned a project or difficult task, he energetically works to produce a quality product. During the reporting period, he significantly increased the communication lines between District Headquarters and the RS Supply teams, ensuring that all questions were answered and support provided whenever it was required. As the Fiscal Chief, he monitored the District's 13 million dollar budget, supporting the execution of over 4 million dollars of the budget during the reporting period and troubleshooting the execution of each RS budget. He consistently takes direction and intent, working enthusiastically to ensure mission accomplishment, not only on the Fiscal front, but assisting with Property as well. I recommend him for retention and promotion.
